Overview
The seasonal work permit was designed to deal with the practical reality of sectors that need a sharp seasonal influx of labour and cannot rely on year-round full-time employment. North Macedonia's traditional seasonal sectors are agriculture (grape and tobacco harvest, fruit picking, vegetable production in the Strumica and Tikveš regions), tourism and hospitality (the Ohrid lakeside summer season, ski resorts on Popova Sapka and Mavrovo, hotel and restaurant staffing), and construction (peak summer building season).
The seasonal permit gives АВРМ and МВР a faster, lighter procedure than the standard employment permit, on the understanding that the foreigner will not stay year-round and that the labour-market test is calibrated to the sector's documented seasonal demand.
Eligibility starts with the sector. Only roles that fall within АВРМ's defined seasonal-sector list qualify; other roles must go through the standard employment permit. The contract must be a fixed-term employment contract that does not exceed nine months in any rolling twelve-month period. The total period — including any consecutive renewals — cannot exceed nine months.
Foreigners who have completed a nine-month seasonal cycle must leave the country and cannot re-enter on a new seasonal permit until at least three months have passed. Repeat seasonal workers — for example agricultural labourers who return to the same vineyard or hotel staff who return to the same Ohrid resort year after year — are common, and АВРМ recognises that pattern in practice.
Employer obligations are stricter for seasonal roles than for standard employment. The employer must guarantee accommodation: dormitory-style housing on the farm or near the resort, with declared occupancy density and basic sanitary standards, or a separately notarised lease in the foreigner's name. The employer must enrol the worker in the Macedonian public health insurance system from the first day of work and pay social contributions at the standard rate.
Working time, rest periods, and overtime are governed by the Law on Labour Relations and the relevant collective agreement, with sector-specific safety rules in agriculture and construction. The employer must also commit to repatriation: an undertaking to cover the foreigner's return travel at the end of the season, recorded in the employment contract and the АВРМ file.
The documentary core is leaner than for the standard employment permit. The foreigner provides a notarised passport copy (with apostille if notarised abroad), apostilled and translated criminal record certificate not older than six months, and basic professional or experience evidence relevant to the role (for skilled trades; not always required for unqualified agricultural labour).
The employer provides the current registry extract, the fixed-term contract, the accommodation guarantee, the repatriation undertaking, and the standard АВРМ employment-mediation request flagged as seasonal. There is no requirement for the heavier explanatory letter or the full company-substance documentation that applies to standard employment permits — АВРМ assumes the seasonal pattern is genuine on the strength of sector classification.
Procedurally, АВРМ processes seasonal files faster than standard employment files: typically 20–40 days for the positive opinion. The МВР residence track that follows is also lighter — typically 3–6 weeks instead of 4–8 — and the residence permit card is valid only for the duration of the seasonal contract.
Visa-required nationals collect a Long-Stay Visa from the consulate within three working days of МВР's positive decision, enter North Macedonia within thirty days, register the address within forty-eight hours, and provide biometrics within five days. Employers in agriculture and tourism often handle the full file for groups of seasonal workers through a specialised agent, and the documents are batched.
At the end of the season, the foreigner is expected to leave the country before the residence card expires. Overstay triggers the standard fines, return decision, and entry ban under the Law on Foreigners. Repeat seasonal work is normal — many foreign workers return to the same farm or hotel year after year — but each cycle requires a new permit and a fresh dossier.
Seasonal residence does not count toward the five-year continuous residence requirement for permanent residence; foreigners who want a long-horizon route into the country should apply through the standard employment, self-employment, or family reunification tracks instead.
