Overview
The temporary residence permit for work is the most common path into long-term legal stay in North Macedonia. It is the residence card that legalises the foreigner's stay while a separate work permit (or АВРМ opinion) authorises the employment relationship itself.
The two are technically distinct but procedurally bundled: in normal practice, the employer assembles a single dossier that contains the labour-market and the immigration documents, the АВРМ opinion is issued first, and the МВР decision on residence follows on the strength of that opinion. The end result is a one-year residence card that may be renewed annually until the foreigner becomes eligible for permanent residence after five continuous years.
Eligibility starts with the role itself. The Employment Agency conducts a labour-market test: it checks whether the position can be filled by a Macedonian citizen, a citizen of an EU/EEA Member State entitled to work in North Macedonia under bilateral arrangements, or a foreigner already legally resident with a valid work permit.
The test is more rigorous for unqualified positions and routine occupations, and lighter for highly qualified roles, regulated professions where shortage is documented, and positions in priority sectors such as ICT, healthcare, and construction. Where the test is passed, АВРМ issues a positive opinion (мислење за вработување) that authorises the employer to proceed with the residence permit application.
The documentary core of the application is heavy and unforgiving. The employer must provide a current registry extract (тековна состојба) from the Central Registry of North Macedonia, an explanatory letter justifying the foreign hire, the signed employment contract in original, and the positive АВРМ opinion not older than 30 days. The foreigner must provide a notarised copy of the passport (with apostille if notarised abroad), recent clean criminal record and non-prosecution certificates from the country of origin or current residence (apostilled and translated), the original diploma confirming professional qualifications (apostilled and translated), supporting professional certificates and recommendations, a notarised lease agreement or accommodation arrangement, valid health insurance, and the white police-station card confirming address registration within 48 hours of entry.
Each foreign document must be translated into Macedonian by a certified court translator and notarised in North Macedonia. The dossier is submitted in paper form at the МВР Sector for Foreigners — in Skopje, on the 9th floor of the MTV building on Boulevard Goce Delcev — by the foreigner in person or by an authorised representative.
Processing typically takes four to eight weeks at МВР after the file is complete. Where the foreigner is a national of a visa-required country, МВР's positive decision is transmitted to the Ministry of Foreign Affairs and to the consulate abroad, which issues the Long-Stay Visa (Type D) within three working days.
The foreigner enters North Macedonia within 30 days, registers their address within 48 hours of entry, appears at МВР within five days to provide biometrics and collect the residence permit card, and only then can lawfully start work. Visa-free nationals can submit the residence application directly in North Macedonia, but the residence card and biometric data steps are identical.
The permit is tied to a specific employer and position. Changing employer requires a new АВРМ opinion and a new МВР decision; the old residence card is invalidated when the underlying employment ends. Termination of employment also triggers an obligation to leave the country if no other ground of stay is in place, normally within 30 days unless МВР grants a discretionary period.
Renewal is filed at least 30 days before expiry with proof that the employment is continuing and the supporting documents are still current — a fresh criminal record certificate, an updated lease, an updated company registry extract. Failing to renew on time triggers illegal stay, which can result in fines, a return decision, and an entry ban, and complicates any future Macedonian application.
After five years of continuous legal residence on the basis of work, the foreigner becomes eligible for permanent residence, which removes the annual-renewal burden, decouples the residence right from the specific employer, and opens broader rights on the labour market. Until then, careful document management — calendar reminders for renewal, scanned copies of every submission, signed acknowledgements at МВР — is the single most reliable way to keep the file clean.

Step-by-Step Process
Secure a job offer and signed employment contract
The employer drafts an employment contract that meets Macedonian labour law requirements and identifies the position, salary, working hours, and contract duration.
АВРМ labour-market test and positive opinion
The employer files an employment-mediation request with АВРМ. After the labour-market test, АВРМ issues a positive opinion (мислење) — typically within 30–45 days.
Assemble the residence permit dossier
Collect the company's registry extract, the explanatory letter, the contract, the АВРМ opinion (not older than 30 days), and all foreigner-side documents (passport, criminal record, diploma, lease, insurance).
Apostille and certified translation
Apostille all foreign public documents in the country of issue. Translate into Macedonian via a certified court translator and notarise the translations in North Macedonia.
Submit at МВР Sector for Foreigners
File the paper dossier at the МВР Sector responsible for the foreigner's place of residence (in Skopje: 9th floor, MTV building, Bvd. Goce Delcev). Submission is in person or via authorised representative.
Visa D issuance (visa-required nationalities)
After МВР approves in principle, the consulate abroad issues the Visa D within 3 working days (Art. 35(4)). The foreigner enters within 30 days.
Address registration within 48 hours of entry
Register the place of residence with the local police, either directly or through the host (Art. 135). Obtain the white police-station card.
Biometrics and card collection at МВР within 5 days
Appear at the МВР Sector to provide biometric data, sign the receipt, and collect the temporary residence permit card.
Begin work and plan the renewal
Work may begin only after the residence permit card is issued. Mark the expiry date and prepare renewal documents at least 30 days in advance.
