Overview
The employment work permit is the workhorse of foreign employment in North Macedonia. It is the labour-market authorisation issued by АВРМ to a Macedonian employer that wants to hire a foreign national under a normal employment contract — full time or part time, fixed term or open ended. It is conceptually distinct from the residence permit issued by МВР, but the two are tightly bound in practice.
The АВРМ permit (or, more commonly, the positive АВРМ opinion that precedes the actual permit decision) is a precondition for the МВР residence permit, and the residence permit is what actually allows the foreigner to live and work lawfully in the country. Most employers prepare a single bundled dossier with both halves, file the labour-market portion first with АВРМ, and feed the result into the residence file at МВР.
Eligibility is driven by the position to be filled and the labour-market test that АВРМ runs before issuing the positive opinion. Article 6 of the Law on Employment and Work of Foreigners requires АВРМ to check whether the role can be filled by a Macedonian citizen, by a citizen of an EU/EEA Member State entitled to work in North Macedonia under a bilateral agreement, or by a foreigner already legally resident with a valid work permit.
The test is more rigorous for routine and unqualified roles and lighter for highly qualified positions in shortage occupations — ICT engineering, healthcare, regulated technical trades, university teaching. Where a national or recognised quota or protected occupation applies, АВРМ will refuse the opinion regardless of the foreigner's qualifications.
The dossier the employer must assemble is heavy. On the company side: a current registry extract (тековна состојба) from the Central Registry of North Macedonia, an explanatory letter that justifies why the position cannot be filled locally and confirms compliance with labour-law obligations, the signed employment contract in original, evidence of paid social contributions and tax for existing staff, and the standard АВРМ employment-mediation request.
On the foreigner's side: notarised passport copy (with apostille if notarised abroad), apostilled and translated criminal record and non-prosecution certificates not older than six months, the apostilled and translated diploma, supporting professional certifications, and any regulatory licences required for the role. Certified translations into Macedonian must be by a court-sworn translator and notarised in North Macedonia. Stale or missing documents are the single most common cause of АВРМ refusal or delay.
Procedurally, the employer files the dossier at the local АВРМ branch responsible for the company's registered seat. АВРМ logs the file, runs the labour-market test, and issues either a positive opinion (мислење за вработување, normally within 30–45 days) or a written refusal that can be appealed. The positive opinion is then submitted to МВР as part of the residence permit dossier within 30 days — older than that and АВРМ usually requires a refresh.
МВР decides on residence within four to eight weeks, and the foreigner enters North Macedonia (with a Visa D where required), registers their address within 48 hours, and provides biometrics within five days. Only after the residence permit card is in hand can the foreigner lawfully start work. Starting earlier exposes both worker and employer to fines under the Law on Employment and Work of Foreigners.
The permit is tied to a specific employer and a specific position. A change in employer requires a fresh АВРМ opinion and a new МВР residence decision; a substantial change in the role inside the same company (significantly different responsibilities, much higher salary band, transfer to another business unit) usually requires an amendment as well.
Termination of employment invalidates the permit and triggers a 30-day window to leave the country or transition to another lawful basis of stay. Renewal is filed at least 30 days before expiry, with a fresh АВРМ opinion (or confirmation of continuing employment), updated company extract, fresh criminal record, current lease, and current health insurance.
After five years of continuous lawful residence on the basis of work, the foreigner becomes eligible for permanent residence. Permanent residence removes the annual АВРМ/МВР renewal cycle, decouples the residence right from the specific employer, and opens broader rights on the labour market — at that point the foreigner can change job freely without re-running the АВРМ labour-market test.
Until then, careful document hygiene and disciplined renewal scheduling are the difference between a clean five-year file and a broken sequence that resets the clock.

Visa-required nationals collect a Long-Stay Visa from the consulate within 3 working days of МВР's positive decision. Register the address within 48 hours of entry.
Biometrics and residence card collection
Appear at МВР within 5 days of entry to provide biometrics and collect the residence card. Only then may work lawfully begin.
Begin work, register with УЈП, plan the renewal
Notify the Public Revenue Office and АВРМ of the work start. Calendar the renewal: documents 60 days out, filing 30 days before expiry.
