    Overview

    1Reunification Basis

    Family reunification is the path used by the spouse, minor children, and in narrower cases dependent adult relatives of either a Macedonian citizen or of a foreigner who already holds a valid residence permit in North Macedonia. The legal logic is protective: the state recognises that a family's right to live together is a stronger ground of stay than simple personal preference, so the documentary requirements are lighter than for work or investment, but the family relationship itself must be proved beyond doubt and the sponsor must be capable of supporting the newcomer financially and housing them adequately.

    In practice, this is the second most common residence category after employment.

    2Eligible Members

    The core concept is the sponsor. The sponsor is the person already lawfully in North Macedonia — a Macedonian citizen, a permanent resident, or a temporary resident — whose status creates the ground for the family member to join. The sponsor's legal status determines what the applicant may do once in the country: a spouse of a Macedonian citizen has very broad access to the labour market and to benefits, while the spouse of a temporary resident typically inherits a more limited regime and may need a separate work authorisation to take up paid employment.

    Minor children of the sponsor are included automatically and receive residence cards of their own; adult children and parents are only eligible where dependence is documented (usually through medical reports or proof of financial support) and where there is no reasonable alternative of care in the country of origin.

    3Sponsor Obligations

    The central document is the marriage or birth certificate. Foreign marriage certificates must be apostilled in the country of issue, translated into Macedonian by a certified court translator, and in many consulates also registered with the Macedonian civil registry before the residence application is accepted. Foreign birth certificates go through the same chain.

    The applicant also needs a notarised copy of the passport, a clean criminal record and non-prosecution certificate from the country of origin or current residence (apostilled and translated), a valid health insurance policy, and a document confirming accommodation — typically a notarised lease agreement in the sponsor's name or a notarised statement from a property owner allowing the family to live at the address. The sponsor provides proof of stable income (employment contract, recent bank statements, or an employer certification) sufficient to cover the family above the minimum subsistence threshold; МВР reviews the evidence holistically rather than against a fixed salary floor, but applications backed by a stable formal employment are consistently cleaner.

    4Documentary Evidence

    The foreigner must first enter North Macedonia on the correct basis. Nationals of visa-required countries obtain a Long-Stay Visa (Type D) at the Macedonian consulate abroad once МВР has taken a positive preliminary decision, then enter the country within 30 days. Visa-free nationals can enter directly and file the residence dossier inside the country.

    In both cases the applicant must register the residence address at the nearest police station within 48 hours of arrival (the so-called бела картичка / white police card is the proof of that registration), then submit the family-reunification dossier at the МВР Sector for Foreigners — in Skopje, on the 9th floor of the MTV building on Boulevard Goce Delcev — in person or through an authorised representative.

    5Processing Timeline

    Processing is usually 30 to 60 days if the file is complete. А positive decision is followed by an appointment for biometrics and issuance of the one-year residence card. The card is renewable annually on proof that the family relationship continues to exist, that accommodation and income are still in order, and that the foreigner has not acquired an entry-ban or criminal record meanwhile.

    Renewal should be filed at least 30 days before expiry. After five continuous years, the family member becomes independently eligible for permanent residence; spouses of Macedonian citizens may also, after a defined period of continuous marital cohabitation, apply for Macedonian citizenship through the facilitated route — a separate procedure governed by the Law on Citizenship and not by the Law on Foreigners.

    6Common Rejections

    Common rejection grounds are documentary — foreign civil-status documents not apostilled or not registered, translations not certified, criminal record certificates older than six months — and substantive — evidence that the marriage was entered into for immigration purposes (marriage of convenience), lack of adequate accommodation, or inability of the sponsor to support the family. Rejections are subject to appeal within eight days to the State Appeals Commission, and the administrative courts provide further review.

    Preventive document discipline — originals, certified translations, fresh criminal record certificates, a notarised lease in the sponsor's name, and realistic income evidence — eliminates most of these problems at source.

    Step-by-Step Process

    Confirm the sponsor's status

    Verify that the sponsor is a Macedonian citizen, a permanent resident, or a temporary resident with a valid permit covering the intended stay of the family member.

    2

    Legalise the family-relationship document

    Apostille the foreign marriage or birth certificate in the country of issue, translate it into Macedonian through a certified court translator, and where required register it with the Macedonian civil registry.

    Gather supporting documents

    Notarised passport copy, recent criminal record and non-prosecution certificate (apostilled and translated), valid health insurance, notarised lease, and sponsor's proof of income.

    Obtain the Long-Stay Visa (Type D) if required

    Nationals of visa-required countries apply at the Macedonian consulate for Visa D on the basis of family reunification. Visa-free nationals can skip this step.

    5

    Enter North Macedonia and register the address

    Enter within the visa's validity period, register the residence address at the nearest police station within 48 hours, and retain the белa картичка as proof of registration.

    6

    Submit the dossier at МВР

    Hand in the complete file at the МВР Sector for Foreigners and Asylum in the city of residence (in Skopje, 9th floor of the MTV building, Boulevard Goce Delcev). Submission is in paper form and in person or through an authorised representative.

    7

    Biometrics and issuance

    After МВР's positive decision, attend the scheduled appointment for fingerprints and collection of the residence card.

    Renew annually

    File the renewal at least 30 days before expiry with fresh supporting documents. After five years of continuous lawful residence, file for permanent residence.
