    Overview

    1Student Permit Scope

    The student residence permit legalises the stay of foreigners enrolled in a recognised Macedonian educational programme. The category covers more than just university degrees: it is available to students at accredited state and private universities, to high-school exchange students, to foreigners accepted into Macedonian-language or other language-preparation programmes run by university language centres, and to participants in approved research, specialisation, or training schemes.

    What ties the category together is that the applicant is here primarily to learn and that a recognised educational institution is prepared to confirm the enrolment and to share responsibility for the student's presence during the programme.

    2Enrolment Proof

    The foundational document is the enrolment certificate (потврда за запишување) issued by the host institution after admission. For university students this is the formal certificate of enrolment into a specific programme and year of study; for language students it is the enrolment certificate from the university language centre or another accredited school; for researchers and trainees it is an acceptance letter from the host institution confirming the research project, programme of study, and the dates of the stay.

    МВР expects the enrolment document to be recent — normally not older than 30 days at the moment of submission — and to name the institution's accreditation, the programme, the start and end dates, and whether tuition is paid or covered by a scholarship.

    3Financial Requirements

    Because study does not produce an immediate salary, the applicant must prove sufficient means of support for the entire academic year. Acceptable proofs include a recent bank statement showing stable balance, an affidavit of financial support from a parent or guarantor together with that person's proof of income, a scholarship letter from a Macedonian or foreign institution, or a formal statement from the host institution confirming full financial coverage.

    As with other categories, МВР assesses holistically but expects the evidence to cover accommodation, subsistence, books and materials, and travel without recourse to social assistance. Accommodation itself is documented either by a notarised lease at a private address or by a confirmation of bed allocation from the university dormitory (студентски дом).

    4Entry Sequence

    Students must enter North Macedonia on the correct basis. Nationals of visa-required countries obtain a Long-Stay Visa (Type D) at a Macedonian consulate once МВР has taken a positive preliminary view, then enter the country within 30 days. Visa-free nationals can come directly and file the residence dossier at the МВР Sector for Foreigners.

    In both cases the student registers their address at the local police station within 48 hours of entry (the бела картичка confirms this), and then submits a complete paper dossier at the МВР Sector for Foreigners — in Skopje on the 9th floor of the MTV building on Boulevard Goce Delcev. Biometrics are taken at the scheduled appointment and the one-year student residence card is issued.

    5Renewal & Progression

    The permit is renewable annually for the duration of the programme on proof that the student remains actively enrolled and is making academic progress — the host institution issues a new enrolment and progress certificate for each academic year. On completion of a degree programme, a short grace period is normally granted to attend graduation, collect diplomas, and transition to another residence basis if the student wishes to stay in North Macedonia — most commonly a switch to work-based residence once an employer has secured the АВРМ opinion and the employment contract is signed.

    Years spent on a student permit do not count towards permanent residence on an equal footing with other categories; the permanent-residence calculation discounts student time by half, so a student who later switches to work should expect a longer path to permanent status.

    6Post-Study Options

    Students may undertake part-time work in parallel with their studies under the limits set by the Law on Employment and Work of Foreigners. In practice this means the employment must be compatible with the study schedule, the hours are capped, and the employer is still required to register the employment through АВРМ. Internships that are a mandatory component of the study programme are treated separately and do not usually count as commercial employment.

    Where a student leaves the programme early, the residence permit is cancelled and МВР expects the foreigner either to regularise their stay on a different ground or to leave within the specified period. Clean documentation — annual enrolment renewal certificates, a stable accommodation history, and timely notification of any programme change — is the most important habit for student residents.

    Step-by-Step Process

    1

    Secure admission from the host institution

    Apply to and accept admission into the programme. Collect the official enrolment or acceptance letter, which must state the programme, accreditation, and the dates of the stay.

    2

    Legalise supporting documents

    Apostille and translate the diplomas, transcripts, and civil-status documents that the university required for admission and that МВР will also require.

    3

    Prove means of support

    Collect bank statements, scholarship letters, or a notarised affidavit of financial support with the guarantor's income evidence, covering the full academic year.

    4

    Obtain the Long-Stay Visa (Type D)

    Nationals of visa-required countries apply at a Macedonian consulate for Visa D on the basis of study. Visa-free nationals skip this step.

    Enter North Macedonia and register the address

    Enter within the visa's validity period, register the residence address at the local police station within 48 hours, and keep the бела картичка.

    Submit the dossier at МВР

    Deliver the complete paper file at the МВР Sector for Foreigners in the city of residence (in Skopje, 9th floor of the MTV building). Submission is in person or through an authorised representative.

    7

    Biometrics and issuance

    Attend the scheduled МВР appointment for fingerprints and collect the one-year student residence card.

    8

    Renew annually

    Each academic year, the host institution issues a fresh enrolment and progress certificate. File the renewal at МВР at least 30 days before the expiry of the current permit.
