    148-Hour Registration

    The first 72 hours after a foreigner lands in North Macedonia are disproportionately important. The Law on Foreigners imposes a hard deadline for address registration — within 48 hours of entry, every foreigner must be registered at the local police station for the place where they will actually stay. That registration produces the bel karton, the white police-station card, which is a precondition for the МВР residence-permit collection appointment, and which МВР checks at every later interaction.

    Missing the 48-hour window does not always trigger a fine in practice — police treat the rule with some flexibility for hotel guests and obvious tourists — but it absolutely triggers an issue when a foreigner needs to convert a tourist stay into a residence permit, or when МВР reviews the file at a later application. Treating address registration as the very first errand is the safe approach.

    2Police Station Visit

    Address registration is mechanically simple but procedurally fussy. The foreigner appears at the police station responsible for the actual residential address (in Skopje, this is one of several station-level offices, usually the one geographically closest to the apartment) with their passport, the entry stamp or visa, and the lease or accommodation agreement. Where the foreigner is staying with a Macedonian host, the host can attend on the foreigner's behalf with their own ID and a copy of the lease or property deed.

    Hotels and licensed accommodation providers register their guests automatically through the central reservation system, but a foreigner who moves out of the hotel into private accommodation must re-register at the new address — this is the most common slip. The police register the foreigner, retain a copy of the lease, stamp the white card, and hand it to the foreigner.

    3МВР Appointment

    With the white card in hand, the next priority is the МВР residence-permit appointment. For visa-required nationals who entered on a Visa D, this is the moment to call МВР, confirm the appointment slot, and bring the full residence-permit dossier (or its missing pieces) to the Sector for Foreigners.

    For visa-free nationals who entered without a visa, this is the moment to actually file the residence permit application if they have not done so from abroad — either way, biometrics and card collection happen in person at the Sector. In Skopje, the Sector is on the 9th floor of the MTV building on Boulevard Goce Delcev. Bring the white card, passport, originals of all submitted documents, and patience: the Sector does not use number-ticket queue management, and waits of two to four hours in peak periods are normal.

    4SIM & Connectivity

    The third priority is practical infrastructure. Open a Macedonian bank account: most major banks (Stopanska Banka, NLB, Komercijalna Banka, ProCredit) will open a non-resident account for a foreigner with a passport and the white card, upgrading to a resident account once the residence permit card is issued. Get a Macedonian SIM card with a local number: A1, MTS Telekom, and Lyca offer prepaid plans with short application processes.

    Make sure the SIM is on a working data plan — many МВР, Central Registry, and bank communications now go via SMS to the registered Macedonian number. Confirm or obtain your EMBG, the personal identification number used for everything from health insurance to lease registration; the EMBG is normally assigned during the residence permit process and printed on the residence card, but if you have an existing relationship with North Macedonia (prior study, prior work, family link), the number may already exist.

    5Bank Account

    Day-to-day logistics matter too. Pick up a basic Macedonian-language survival kit — even thirty words go a long way at counters where Macedonian is the default. Learn how to read the Cyrillic alphabet enough to follow basic signage. Get a sense of the public transport map — the Skopje city buses run a flat-fare prepaid card system, and intercity bus and rail connect Skopje to Bitola, Ohrid, Strumica, and the border crossings.

    Identify the closest pharmacy (apteka), the local supermarket, and the nearest hospital or clinic — health emergencies can hit at any time and the local emergency line is 194 (police), 192 (ambulance), 193 (fire). Finally, save the contact details for your country's embassy in Skopje (or the nearest consulate, often Sofia or Tirana) — embassies are the right channel for lost passports, family emergencies, and legal trouble.

    6EMBG Registration

    Mistakes in the first 72 hours echo. A missed address registration creates a paperwork issue at every later МВР interaction. A bank account opened under the wrong status (non-resident when you are actually resident) generates avoidable friction at every salary credit and tax filing.

    A missing or wrong EMBG record blocks public health-insurance enrolment and lease registration. The remedy is not difficult — it is just an extra trip and an extra form — but the cumulative time cost is significant. Treat the first three days as the immigration-administration phase, get the basics right, and the rest of the residence period unfolds with much less friction.

    Step-by-Step Process

    1

    Locate the police station for your residential address

    Your address determines which station registers you. Hotels register guests automatically; foreigners moving into private accommodation must register at the local station within 48 hours.

    Bring the documents to the police station

    Passport with entry stamp or Visa D, lease or accommodation agreement, host's ID and property deed if staying with a Macedonian host.

    Receive the white card (бел картон)

    The police register the address, stamp the white card, and hand it to you. This is the precondition for the МВР residence-permit collection.

    Confirm the МВР appointment and prepare the dossier

    Visa-required nationals: collect the residence card. Visa-free nationals: file the application now if not already filed. Bring originals of all submitted documents.

    Provide biometrics and collect the residence permit card at МВР

    Skopje: 9th floor, MTV building, Bvd. Goce Delcev. Allow 2–4 hours in peak periods. Patience and printed copies of everything.

    Open a Macedonian bank account
